Solution (not for the tenacious) 
Copy the picture to the Clipboard (see Info) and load it into a drawing program which can read Gif format (CorelDraw, Paint Shop Pro), size it, and then print it. Cut the puzzle out along the dotted lines, taking care that no dotted lines are visible. Now you can start to puzzle. The idea is to put the men on the donkeys so that they are each sitting on a donkey at the same time. The men may not be separated from each other.
